Maximizing braking power: after the hub is turned on the lathe, new high performance friction linings are turned to fit, via the measurement method shown here. The result are brake shoes that make maximum contact to the brake hub. The warbly surface appearance after machining is caused by the contrast between the high spots machined off, and the low spots, a difference of less than a thou or so, below the threshold where you'd notice it in the brake lever.
